Comprehensive Safety Analysis (CSA) was designed by the Federal Motor Carrier Safety Administration (FMCSA) to monitor and address compliance with safety regulations by motor carriers and drivers. The measurement process involves analyzing performance against 7 BASICs – Behavior Analysis and Safety Improvement Categories. The motor carrier's performance results are based on the results of their drivers, and then compared to other similar carriers. Carriers with high scores (meaning their performance is worse than a large percentage of their peers) are subject to FMCSA enforcement, known as an intervention. Interventions can lead to warning letters, targeted roadside inspections, off-site and on-site investigations, fines, and potentially suspension which can put the carrier out of business. Beginning December 2010, carrier scores are public information.

The two standalone BASICs, Unsafe Driving and Fatigued Driving, have been designated this way because the FMCSA considers them to have the most important affect on crash reduction.
